The topic, Support by the United Nations system of the efforts of Governments to promote and consolidated new or restored democracies, was considered under Agenda item 12 during the Sixty-Second session of the General Assembly on 5 November and 8 November 2007 respectively.
On 5 November 2007, the General Assembly had before it two reports of the Secretary-General on the above cited topic. One report of the Secretary-General [A/62/296] provided concrete proposals and recommendations on how to improve coordination and cooperation between the United Nations and other relevant movements and organizations concerned with the promotion of democracy. The second report of the Secretary-General [A/62/302], contained replies from Australia, Brazil, Croatia, Cyprus, Japan, Poland, Qatar and Ukraine, on national level actions.
The representative of Qatar updated the Assembly on the outcome and follow-up to the Sixth International Conference on New or Restored Democracies, held in Doha from 29 October to 1 November 2006, Mentioning that the two main objectives of that meeting had been to enhance the links between democracy, peace and social progress in the global development agenda, and to initiate systematic implementation and follow-up steps to consolidate the achievements and recommendations from previous Conferences. To that end, the Sixth Conference had adopted on the Doha Declaration, which requested its Chairman to. As Conference Chair, Qatar had held two Advisory Board meetings in April and September 2007. Both meetings, led by the Qatari Assistant Foreign Minister for Follow- She said that the Conference had played a prominent role in the promotion of the democratization process, and that Qatar, as Chair of ICNRD-6 through 2009, pledged commitment to implementing the relevant outcomes and to enhancing international cooperation among new and restored democracies.
Qatar introduced a draft resolution [A/62/L.9] entitled “Support by the United Nations system of the efforts of Governments to promote or consolidate new or restored democracies. She noted inter alia that the draft resolution called for the observance of an International Day of Democracy on 15 September each year.
Cuba, India, Mexico, Morocco, Nepal and Portugal [on behalf of the European Union] made statements. Also, the Assembly heard statements from the observer of the Inter-Parliamentary Union as well as from the Observer of the International Institute for Democracy and Electoral Assistance. The Assembly adopted the draft resolution on 8 November 2007. the resolution contained in document A/RES/62/7 was sponsored by Egypt, Iceland, Mongolia, Oman, Panama, Qatar, Romania, Turkey and Uruguay and cosponsored by Albania, Argentina, Armenia, Austria, Bahamas, Bahrain, Belgium, Bosnia and Herzegovina, Brazil, Bulgaria, Cambodia, Cape Verde, Comoros, Costa Rica, Cyprus, Czech Republic, Democratic Republic of the Congo, El Salvador, Estonia, Finland, Germany, Greece, Guatemala, Haiti, Hungary, Iraq, Ireland, Japan, Kuwait, Kyrgyzstan, Latvia, Libyan Arab Jamahiriya, Lithuania, Luxembourg, Madagascar, Maldives, Mali, Moldova, Monaco, Montenegro, Morocco, Netherlands, Philippines, Poland, Portugal, Republic of Korea, San Marino, Saudi Arabia, Serbia, Slovakia, Slovenia, Spain, Sweden, Thailand, Ukraine, United Arab Emirates, United Kingdom of Great Britain and Northern Ireland and Yemen. |
